Tokyo Gas Engineering Solutions plans to invest $68 million in the construction and installation of equipment at a new facility at the Toray Industries site near the intersections of highways 290 and 221 in Moore. Spartanburg Area Chamber of Commerce Executive Vice President Carter Smith said the facility will be used to supply compressed air and steam to Toray's manufacturing operation. Toray, which is expected to begin operations in summer 2017, will specialize in the production of precast and prepreg carbon fiber for the company's customers in North America.Spartanburg County Councilman David Britt said the special source credit agreement with Hastings Parker Novak includes the construction of a new facility for Sterling Packaging, which has existing locations in Spartanburg. A new $11 million facility is planned for Sterling on 29 acres bounded by Highway 290, Old Roebuck Road and Center Point Road. Britt said Sterling plans to consolidate its operations at the new site. The move will create about 25 new jobs for Sterling over several years, Britt said.
