Special Meeting

March 15, 2000

 

 

A special meeting of Spartanburg County Council was held on Wednesday, March 15, 2000, in Conference Room Two, County Administrative Office Building. The following were present: Honorable Karen Floyd, Chairman; Honorables Rock Adams, Ken Huckaby, Johnnye Code Stewart, Frank Nutt and David Britt, Members; along with James K. Hartmann, County Administrator;Bill Dennis, Deputy County Administrator; Glenn Breed, Assistant County Administrator; and Edwin Haskell, Assistant County Attorney.

In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested persons.

I.

Chairman Floyd called the meeting to order.

Information was received regarding proposals received relative to Criminal Justice Automated Information Systems. Two proposals have been received. The Criminal Justice Coordinating Committee recommends re-initiating the process. Motion by Mr. Nutt to re-initiate the bid process relative to the RFP for Criminal Justice Automated Information Systems. Motion seconded by Mr. Adams and carried.

III.

Mr. Edwin Haskell provided information relative to two Tower Attachment License Agreements with Carolina Phone Company. There is currently a lawsuit pending with Microcell regarding a proposed tower on Zion Hill Road. In January Council tabled a request made by Carolina Phone to be placed on the Fairforest Tower pending litigation. Since that time, Carolina Phone and Microcell have worked out an agreement whereby Microcell will abandon the Zion Hill Road tower location. Microcell will agree to dismiss the lawsuit. Carolina Phone needs the County to aprove the tower lease for the Fairforest Tower, as well as a lease for the Westmoreland Tower. The County will receive rent for both locations and there will be no tower at the Zion Hill Road location. Motion by Mr. Britt to authorize the County Administrator and County Attorney entering into two agreements with South Carolina Phone, LLC, for the Fairforest Tower and the Westmoreland Tower, subject to the agreements being approved by the County Attorney. Motion seconded by Ms. Stewart and carried.
