Public Safety and Judiciary Committee

The Public Safety and Judiciary Committee of Spartanburg County Council met on Monday, April 17, 2000, in Conference Room Two of the County Administrative Office Building. The following were in attendance: Honorable Rock Adams, Chair; Honorables Frank Nutt and Ken Huckaby, Committee members; along with the Honorables Karen Floyd, Jeff Horton, David Britt, and Johnnye Code Stewart, Council Members. Also in attendance were Mr. James Hartmann, County Administrator; Mr. Bill Dennis, Deputy County Administrator; Mr. Glenn Breed, Assistant County Administrator; and Roy McBee Smith, County Attorney.
In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested parties.
Chairman Adams called the meeting to order.
- Mr. Mike Greer of the Greer Dragway appeared relative to a Permit for Special Public Event Exclusion from the Noise Ordinance as it relates to a 11:30 p.m. curfew during daylight savings time for up to eight cars to run without mufflers once per month, but no consecutive weekends, on Saturdays only. Mr. Greer stated that this would allow the cars to run one and one-half hours longer and would provide some flexibility during rain, extreme heat, or other special circumstances. Unmuffled cars would be allowed to run once per month. Mr. Greer stated that he does not intend to run the cars late on a regular basis, but he would like some flexibility. Motion by Mr. Huckaby to grant the Permit as requested, with the exception that the time be extended to 11:00 p.m. rather than 11:30 p.m. Motion seconded by Mr. Nutt. Mr. Balmer appeared, stating that neighbors of the Dragway have appeared many times with petitions. The neighbors are forced to listen to unmuffled cars hour after hour for nine months. A vote was taken and Mr. Huckaby’s motion carried.
- Information was received regarding activities of the Building Codes Department.
