Public Works, Buildings and Grounds Committee

The Public Works, Buildings and Grounds Committee of Spartanburg County Council met on Monday, May 15, 2000, in Conference Room Two of the County Administrative Office Building. The following were in attendance: Honorable Frank Nutt, Chairman; Honorables Jeff Horton and Rock Adams, Committee Members; along with the Honorables Karen Floyd, Ken Huckaby and David Britt, Council Members. Also in attendance were Mr. James K. Hartmann, County Administrator; Mr. Bill Dennis, Deputy County Administrator; Mr. Glenn Breed, Assistant County Administrator; and Mr. Billy Smith, Assistant County Attorney.
In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to local news media and other interested parties.
Chairman Nutt called the meeting to order.
- Information was received in reference to a right of way easement from Spartanburg County to Spartanburg Sanitary Sewer District for a right-of-way and easement 25 feet in width over and across property owned by the County in Pacolet. Motion by Mr. Horton to recommend to full Council approval of a right of way easement as described above. Motion seconded by Mr. Adams and carried.
- The Mayor of Cowpens appeared regarding Courtney Road. Mayor White stated that a portion of Courtney Road is unpaved. There are 11 homes on Courtney Road and the Mayor states that it would help the Town of Cowpens if the remainder of the road were paved. The Town does not have sufficient funds to have it paved. Steve Belue estimates that it would cost $71,000 to pave the remainder of Courtney Road. Representative Littlejohn has told Town officials that he will provide $20,000 for this project from this year’s C funds and $20,000 from next year’s C Funds. Mr. Belue stated that the Town has $27,000 in its paving fund. Mr. Belue and Mayor White will work together to determine what funds are available and what is needed to complete this project. The Committee will revisit this issue when more information is available. No action taken.
- Mr. David Jones appeared in reference to a long distance telephone contract with MCI Worldcom. The contract has been re-negotiated at a much better rate, resulting in estimated savings of $100,000 over three years. Motion by Mr. Horton to recommend to full Council authorizing the County Administrator to enter into a contract with MCI Worldcom. Motion seconded by Mr. Adams and carried.
- Mr. Lee Blair appeared regarding roadway enhancements to upgrade the SC 295 widening project. If Spartanburg County contributes $9,040 in matching funds, the $67,608 project will be completed along Southport Road. Mr. Hartmann stated that funds are available through Council’s contingency. Motion by Mr. Horton to recommend to full Council that $9,040 be expended from Council contingency for a match for roadway enhancements to upgrade the SC 295 widening project. Motion seconded by Mr. Adams and carried.
- Information was received regarding activities of Public Works Departments. No action taken.
