Public Works, Buildings and Grounds

The Public Works, Buildings and Grounds Committee of Spartanburg County Council met on Monday, September 11, 2000, in Conference Room Two of the County Administrative Office Building. In compliance with the Freedom of Information Act, notice of this meeting was provided in advance to the local news media and other interested parties. The following were in attendance: Honorable Frank Nutt, Chairman; Honorables Jeff Horton and Rock Adams, Committee Members; along with Karen Floyd, David Britt, Johnnye Code Stewart, and Ken Huckaby, Council members. Also in attendance were James K. Hartmann, County Administrator; Bill Dennis, Deputy County Administrator; Glenn Breed, Assistant County Administrator; and Roy McBee Smith, County Attorney.
- Chairman Frank Nutt called the meeting to order.
- Information was received about activities of the Public Works Department. No action taken.
- Information was received regarding the addition of a Senior Planner Position for Transportation Planning. Funds will come from the State and there will be no direct impact on the County's general fund. Motion by Mr. Horton to recommend to full Council that authorization be given to add a Senior Planner Position for Transportation Planning. Motion seconded by Mr. Adams and carried.
- Motion by Mr. Horton to go into Executive Session to discuss a contractual matter. Motion seconded by Mr. Adams and carried.
- Mr. Ted Solesbee provided information regarding the C Fund resurfacing contract. He stated that although F & R was the low bidder, he is recommending that Ashmore be awarded the bid. Mr. Solesbee reviewed documentation indicating that F & R had been used in the past and had started late and finished late. They did not follow the schedule, and refused to pave one additional road in the area they were working in. Warranty work from last year has not yet been repaired on four different roads. The low bid received from F & R is $748,301, while the Ashmore bid is $772,784. Motion by Mr. Nutt to recommend to full Council that, based upon the presentation of Mr. Ted Solesbee concerning the quality of performance of a previous contract by F & R Asphalt, Inc., and issues involving service not being provided promptly or within the time specified without delay or interference in that contract and, after having considered those issues, that Ashmore Construction Company be found to be the lowest responsible bidder and be awarded the asphalt paving contract under SC DOT Municipal C Fund Project 01004 and 01005, Bid No. 5-01. Motion seconded by Mr. Britt and carried.
